The Confédération Africaine de Football has unveiled sweeping reforms aimed at restoring confidence in refereeing, VAR operations, and disciplinary processes across African football.
The move follows widespread controversy surrounding the final of the 2025 Africa Cup of Nations held in Morocc
Reforms Announced
CAF stated that it is implementing far-reaching changes to its statutes and regulations to strengthen:
- Trust in referees and VAR officials
- Transparency in decision-making
- Independence of disciplinary and appeal bodies
- Alignment with global football standards
The body emphasized that these reforms are designed to prevent a repeat of the incidents that marred the AFCON 2025 final.
Judicial Integrity & Governance
CAF reaffirmed that its Disciplinary and Appeal Boards will continue to be staffed by respected legal experts nominated by member associations and approved by its General Assembly.
CAF President Patrice Motsepe stressed that fairness, equality, and zero tolerance for corruption remain central to the organization’s vision.
He also revealed that CAF has consulted leading African and international sports law experts to ensure compliance with global best practices.
Background: AFCON 2025 Dispute
The reforms come amid the lingering dispute between Senegal and Morocco over the AFCON 2025 final.
CAF had overturned Senegal’s 1-0 victory and awarded Morocco a 3-0 win following a controversial walk-off by Senegalese players protesting a penalty decision.
Senegal has since challenged the ruling at the Court of Arbitration for Sport, while maintaining they are the rightful champions.

Motsepe noted that CAF is committed to improving officiating standards, including better training, welfare, and professional development for referees and VAR officials across the continent.
He added that the organization remains focused on strengthening African football’s global competitiveness, especially ahead of the 2026 FIFA World Cup in the United States.
