Fresh official documents have raised new questions over the Federal Government’s position on the controversial Presidential Foreign Investment Promotion Council (PFIPC), with records indicating that the Office of the Secretary to the Government of the Federation (SGF) processed official correspondence submitted on behalf of the council before it was later declared non-existent.
The documents reportedly show that the Office of the SGF received and acknowledged a request from Prince Adeniyi Adeyemi, who identified himself as the Director-General of the PFIPC, seeking office accommodation from recovered Federal Government properties.
According to the records, the request was received by the SGF’s office on November 12, 2024, and subsequently forwarded to the Economic and Financial Crimes Commission (EFCC) on November 21, 2024. The forwarding letter was signed by the Permanent Secretary, General Services Office, on behalf of the Secretary to the Government of the Federation.
In his application, Adeyemi described the PFIPC as a Federal Government agency established to promote foreign direct investment, coordinate investment-related activities among Ministries, Departments and Agencies (MDAs), and serve as a one-stop investment centre for investors.
The documents surfaced amid Adeyemi’s ongoing criminal trial over allegations that he fraudulently operated a fictitious government agency and forged presidential appointment documents to present himself as the council’s Director-General.
Prosecutors also allege that Adeyemi operated dozens of bank accounts linked to the purported agency and used forged government documents while engaging with diplomats and public officials.
Despite the emergence of the documents, the Presidency has maintained that the PFIPC never existed. Presidential spokesman Bayo Onanuga recently described the council as fictitious while outlining the criminal allegations against Adeyemi.
The Federal Government has listed the Chief of Staff to the President, Femi Gbajabiamila, alongside other witnesses expected to testify in the ongoing criminal proceedings before the Federal High Court in Abuja.
Investigators further allege that forged presidential documents, official letterheads and government insignia were used to give legitimacy to the alleged fake agency. Police reportedly recovered several of these materials following Adeyemi’s arrest in Suleja, Niger State, in October 2025.
A visit to the Federal Secretariat in Abuja reportedly found no office belonging to the PFIPC, while civil servants and security personnel said they had no knowledge of the agency’s existence.
Meanwhile, the Presidency says investigations are ongoing to identify any internal collaborators who may have assisted the alleged operation, with the Police, EFCC and Department of State Services (DSS) continuing their investigations.
Human rights lawyer Femi Falana (SAN) has also called for an independent investigation by the Independent Corrupt Practices and Other Related Offences Commission (ICPC), including a probe into claims that billions of naira were allegedly budgeted for the council.
