United Nations Secretary-General António Guterres has expressed deep alarm over reported United States military action in Venezuela, warning that the escalation represents a dangerous precedent that could undermine international law and further destabilize an already volatile region.
In a strongly worded statement delivered on his behalf by UN Spokesman Stéphane Dujarric, the UN chief said he was gravely concerned by the rapid deterioration of the situation in Venezuela, stressing that the use of force, regardless of political or ideological disagreements, must comply strictly with international law and the principles enshrined in the United Nations Charter.
“The Secretary-General is deeply alarmed by the recent escalation in Venezuela, culminating in today’s United States military action in the country,” the statement read. “Independently of the situation in Venezuela, these developments constitute a dangerous precedent, with potentially worrying implications for regional and global stability.”
Guterres emphasized that the rules governing the use of force are a cornerstone of the international system and warned that any perceived disregard for these rules risks eroding the global framework designed to prevent conflict. He noted that such actions could encourage similar interventions elsewhere, thereby weakening the authority of international institutions and norms.
The UN chief reiterated that all states, without exception, are bound by international law and must respect the sovereignty and territorial integrity of nations. He expressed serious concern that the principles guiding lawful military engagement may not have been fully respected in the latest developments.
“He continues to emphasize the importance of full respect—by all parties—of international law, including the UN Charter,” the statement added. “The Secretary-General is deeply concerned that the rules of international law governing the use of force may not have been adhered to.”
Beyond legal concerns, Guterres also warned of the humanitarian and political consequences of further escalation. He urged all Venezuelan actors, as well as external stakeholders, to step back from confrontation and prioritize diplomacy, dialogue, and peaceful resolution.
The Secretary-General called for an inclusive political process in Venezuela, anchored on respect for human rights, democratic principles, and the rule of law, stressing that sustainable peace can only be achieved through dialogue rather than military force.
Meanwhile, voices in Washington have offered a sharply contrasting view. U.S. Representative Riley M. Moore, who represents West Virginia’s 2nd Congressional District, publicly defended the aggressive posture adopted against the government of Venezuelan President Nicolás Maduro.
Moore accused the Maduro administration of fueling international narcotics trafficking and posing a direct threat to U.S. national security and regional stability.
“Narco-traffickers like Nicolas Maduro took advantage, sending a constant stream of poison into our country, killing Americans and destroying communities,” the congressman said.
He further alleged that Venezuela has provided strategic access to global rivals of the United States, including China, Russia, and Iran, claiming this has allowed foreign powers to gain a foothold in the Western Hemisphere.
“No more,” Moore declared. “This is America’s backyard and we will defend it. Do not test the resolve of the President of the United States.”
The remarks reflect a broader divide within the international community over how to address the long-running Venezuelan crisis, which has been marked by political unrest, economic collapse, and humanitarian challenges affecting millions of citizens.
Analysts warn that continued military escalation could deepen regional tensions in Latin America and the Caribbean, potentially drawing in other global powers and worsening humanitarian conditions on the ground.
