The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has commenced an investigation into an alleged fake government agency that reportedly operated from the premises of the Office of the Secretary to the Government of the Federation (OSGF) in Abuja.
The organisation, known as the National Brands Development and Made in Nigeria Special Project Office, reportedly presented itself as a Federal Government-backed initiative and maintained an elaborate structure across different parts of Nigeria.
The organisation’s website listed Hon. George Nwabueze as its “Executive Director, National Coordinator” and named officials responsible for national administration, geopolitical zones, state coordination and international representation.
The organisation reportedly claimed to operate under the OSGF, with its framework stating that the project was overseen by the Permanent Secretary in charge of Political and Economic Affairs.
The purported agency reportedly listed 20 state coordinators across Nigeria, including representatives for Katsina, Kaduna, Delta, Kebbi, Osun, Anambra, Nasarawa, Plateau, Benue, Ondo, Ogun, Sokoto, Abia, Zamfara, Niger, Kano, Taraba, Oyo, Bauchi and Kogi states.
It also reportedly had zonal directors covering the South-West, North and South-East regions.
Beyond Nigeria, the organisation claimed to have representatives in the United States and China, further giving it the appearance of an established government-backed organisation.
The development came after ICPC Chairman Musa Aliyu disclosed that President Bola Tinubu had ordered the immediate arrest of George Nwabueze, whom the commission identified as the promoter of the alleged fake government office.
President Tinubu also ordered the immediate suspension of three permanent secretaries — M.S. Danjuma, Nadungu Gagare and Richard P. Pheelangwah — following the discovery of the office within the OSGF complex.
The ICPC said the organisation had been allocated office space within the OSGF premises without presidential authorisation.
The commission further alleged that Nwabueze had used several variations of his name, including George Nathan Nwabueze, George Buchi Nwabueze and Prince George Buchi Nwabueze.
The revelation has raised serious questions about how an organisation allegedly operating without presidential approval was able to establish offices within a Federal Government complex, create a nationwide network and publicly associate itself with the Federal Government.
The ongoing investigation is expected to determine how the organisation gained access to the OSGF premises, the extent of its activities, the identities and roles of individuals involved, and whether government facilities, resources or privileges were improperly used.
The case has also raised concerns about administrative controls within government offices and the processes through which organisations gain access to Federal Government facilities.
