Iran has formally petitioned the United Nations Security Council, accusing the United States of issuing direct threats of military action and violating international law.
In a letter dated February 19, 2026, addressed to UN Secretary-General António Guterres and Security Council President James Kariuki, Iran’s UN Ambassador Amir Saeid Iravani alleged that Washington breached the UN Charter by openly threatening the use of force against Tehran
According to the Iranian mission, the complaint was triggered by a February 18 social media post from the U.S. President suggesting that military bases — including the Diego Garcia and RAF Fairford — could be used if Iran failed to reach a deal with Washington.
Tehran described the statement as a “flagrant violation” of Article 2(4) of the UN Charter, which prohibits threats or use of force against any country’s sovereignty.
Iran also pointed to what it called ongoing movements and build-up of American military assets in the Middle East, warning that the combination of rhetoric and troop activity signals a real risk of war with potentially catastrophic regional consequences.
Despite the sharp accusations, Iran emphasized its commitment to diplomatic solutions. The letter stated that Tehran remains engaged in nuclear negotiations with the United States in good faith, seeking the lifting of sanctions while maintaining its peaceful nuclear program within the framework of the Non-Proliferation Treaty.
Iran insisted that a balanced agreement is still achievable if Washington approaches talks seriously and respects international law.
Tehran urged the Security Council to act swiftly to prevent escalation and ensure the U.S. halts what it described as unlawful threats.
While reiterating that it does not seek war, Iran warned it would respond “decisively and proportionately” if attacked, stating that any hostile military bases and assets in the region would become legitimate targets under its right to self-defence.
The Iranian mission has requested that the complaint be circulated as an official Security Council document.
