ABUJA — Pressure is mounting on Nigeria’s police leadership as a coalition of civil society organisations has unveiled a sweeping reform agenda for the Acting Inspector-General of Police, Olatunji Disu, calling for urgent action to end impunity, strengthen professionalism, and restore public trust in the Nigeria Police Force.
The reform demands were contained in a joint statement issued Thursday by the Rule of Law and Empowerment Initiative and the Rule of Law and Accountability Advocacy Centre, which described Disu’s appointment as a critical turning point for policing in Nigeria.
The groups noted that while public expectations remain high, institutional challenges within the police system are deeply rooted, stressing that the moment presents an urgent opportunity for meaningful reform.
Welfare Crisis Driving Corruption
A major focus of the coalition’s recommendations was the welfare condition of police officers, which they described as severely inadequate and a key factor fueling corruption.
They pointed to longstanding issues including poor salaries, deteriorating barracks, delayed promotions, and unpaid retirement benefits. The organisations called for immediate payment of promotion arrears, a nationwide welfare audit, and the creation of a transparent grievance redress system.
According to the statement, improving welfare is not merely a social intervention but a strategic step toward reducing corruption within the Force.
Leadership Stability and Personnel Shortages
The coalition also warned against the unofficial practice of retiring senior officers following the appointment of a new police chief, noting that such actions weaken institutional memory and disrupt command continuity.
They further expressed concern about Nigeria’s low police-to-population ratio, urging accelerated recruitment, comprehensive personnel audits, and better human resource planning to strengthen operational capacity.
Stronger Accountability Measures Urged
On accountability, the civil society groups demanded independent investigations into past abuses involving controversial police units, alongside stronger internal oversight mechanisms.
They also called for digital case management systems, strict compliance with arrest procedures, and decisive action against widespread corruption practices such as checkpoint extortion and illegal bail fees.
Call for Transparent and Professional Policing
The organisations urged police authorities to publish a costed annual policing plan, ensure enforcement of regulations under the Police Act 2020, and strengthen civilian oversight through a properly constituted Police Service Commission.
They also advocated gender-inclusive policies, merit-based recruitment, and strict neutrality during electoral duties.
Describing the moment as one of institutional reckoning, the coalition stated that Nigeria urgently needs a police institution trusted by citizens, respected by the judiciary, and supported by its personnel.
